Who is Quality Resources?
The principle is Lucille Fisher, her Bio is available for your review. In brief, Lucille has experience writing manuals for a Part
121 startup and creating manuals for Part 91, 125 and 135 operators. Lucille was Director of Inflight for a
Part 121 startup writing manuals for CSET. Additionally, she has been
Director of Standards and Training for a fractional aircraft operator,
maintaining their aircraft to Part 135 standards, operating the fleet to
Part 91.
We have access to other professionals that are proven as authorities in
their field. We might use our Director of Compliance with extensive
experience creating and maintaining record keeping and document procedures
to meet all regulatory requirements. She performed external audits of all
outsourced training and was the FAA liaison with a large Part 135 flight
operation. We are uniquely qualified to assist you.
What can we do for your Part 91
Operation?
We can create complete set of manuals for your operations, including Flight
Operations Manual, and Flight Attendant handbook that is designed for your
specific aircraft, incorporating the training of the Cabin Attendants,
Emergency Procedures (as trained), Inflight Service, standardization and
interface between the crew. We have written using the new ISBAO format (for
Operations) with our own touch on this new international standard, better
then the original. This is appropriate for FAR Part 91.

standardized stuff. We cover the Part 91 regulations and make it specifics
