Lucille Fisher
Background:
Lucille has over 25 years experience in manufacturing and aviation. She created or assisted with various operations manuals as director of Inflight Services for Part 121 certification under the CSET process. Lucille has developed curriculum and implemented training of various applications for a rapidly growing fractional aircraft ownership operator that allowed the growth without creating safety, production and service problems. Developed systems and reports for the Part 91 department to meet requirement of flight office and downtown executive office for a bank holding company. Lucille has also been a Programmer/Analyst performing LAN administration and PC desktop support to the executive offices of the bank holding company.
As Director of Technical Support for a startup airline that was operating under FAR Part 135, scheduled, Lucille was charged with writing procedures and creating manuals for maintenance and operations. With twelve years experience holding various positions with a manufacturer of valves and actuators for the Navy Nuclear program, she was responsible for manual writing and auditing of production procedures for in-house and vendors.
Various clients depend upon Lucille to assist them with aviation regulatory and internal company projects but do not allow her to disclose their identities in any manner.
Lucille has served on the National Business Aviation Association’s Schedulers and Dispatchers committee and was Chair in 1998-1999. She was also Secretary Treasurer for the Cuyahoga Aviation Council 1996-1999.
Specialties:
Lucille has extensive knowledge and understanding of regulatory matters and has created compliance documentation. She has worked with 14 CFR Part 91, 135 and 121 operations and has written programs and presented to the Federal Aviation Administration as required.
Lucille has developed and implemented effective information flow by writing manuals and documenting the processes necessary to achieve business objectives with a strong focus on the customer. Lucille has written ISO compliant manuals for steel distributors and participated in their QS and ISO compliant audits.
Lucille has worked with various teams as the lead to create standards for various programs including communication and effective implementation and follow-up to meet the original objectives. She has provided recommendations for changes as needed to respond to a non static environment, revised the standards and retrained the necessary individuals as well as communicated both inside and outside the organization.
